Biennial Broadcast Ownership Report Filing Window is Open

December 6, 2017

The Federal Communications Commission (FCC) opened the window to file biennial ownership reports on December 1, 2017. Broadcasters will have until March 2, 2018 to complete their reports. The reports must reflect the ownership of each broadcast licensee as of October 1, 2017. For the first time, licensees of noncommercial educational broadcast stations (NCEs) and entities with attributable interest in NCEs must file their biennial ownership reports at the same time as licensees of commercial stations.

As we’ve previously noted, the FCC has migrated biennial ownership reporting from its Consolidated Public Database System (CDBS) to its Licensing and Management System (LMS). You can review the OMB approved Form 323 here, and Form 323-E (for noncommercial licensees) here. More information about the Form 323 filing requirements is available here.

Please contact the Wiley Rein attorney with whom you regularly work for assistance in completing your biennial ownership reports.
