New City of Chicago Executive Orders Create Additional Ethics Rules

Upon taking office, Mayor of Chicago Rahm Emanuel signed three executive orders (2011-1, 2011-2 and 2011-3) creating additional ethics rules. The new executive orders:

• Prohibit city of Chicago lobbyists from making political contributions to the mayor of Chicago's campaign;
• Prohibit certain appointees and lower-level employees from lobbying the city of Chicago or their respective departments or agencies for two years after leaving service or employment with the city of Chicago; and
• Prohibit city of Chicago appointees and employees from making political contributions to the mayor of Chicago's campaign as well as from giving gifts to their superiors.

The new ethics rules became effective immediately upon their execution on May 16, 2011. Mayor Emanuel also reissued Mayor Daley's pay-to-play ban on contributions to the mayor from contractors.
