Rachel represents clients and individuals in a variety of complex white collar matters. Her experience includes matters involving contract fraud, procurement fraud, and regulatory violations with a particular emphasis on small business fraud. Rachel also defends clients in litigation involving the False Claims Act (FCA), Racketeer Influenced and Corrupt Organizations Act (RICO), and other federal statutes.
Rachel drafts pleadings and motions and assists clients in responding to discovery requests, civil investigative demands, and subpoenas. She also has broad eDiscovery experience, including collecting and producing electronically stored information (ESI).

- Represented large government contractor in arbitrating a complex environmental remediation dispute.
- Represented whistleblower in a $3 billion FCA telecommunications matter.
- Represented government contractor in resolving FCA allegations related to an overseas U.S. government contract.
- Represented individuals and small businesses under investigation for fraud.
- Successfully negotiated dismissal of a federal indictment charging pro bono client with obstruction of justice during a government audit on grounds that the complaint was not sufficiently particularized.
- Conducted internal investigations for domestic and international companies.
