Michael Toner Discusses Rick Santorum Suspending his Campaign
Michael Toner, co-chair of the Election Law & Government Ethics Practice, was interviewed by MSNBC's First Read following the announcement from Republican presidential candidate Rick Santorum that he was suspending his campaign. Mr. Toner told First Read that using the term 'suspend' is a political, rather than a legal, distinction.
"It gives you more flexibility politically" and could provide "political cover to get back in the race," if a candidate wanted to do so, said Mr. Toner, the former chairman of the Federal Election Commission. "It gives you more wiggle room."
Mr. Toner added that there is nothing a candidate would file with the FEC to say they are "suspending" their campaign.
