Upcoming Filing and Comment Deadlines

Broadband Data Collection: Reply comments are due October 7 on the Federal Communications Commission’s (FCC or Commission) Second Further Notice of Proposed Rulemaking to enhance the accuracy and usefulness of broadband data collection. 

BRETSA Petitions for Declaratory Ruling and Rulemaking Regarding FirstNet: Reply comments are due October 11 on petitions for declaratory ruling and rulemaking by the Boulder Regional Emergency Telephone Service Authority (BRETSA) asking the FCC to issue: (1) a declaratory ruling to ensure that “interoperability is a fundamental responsibility of FirstNet,” and (2) a notice of proposed rulemaking or notice of inquiry to address roaming and prioritization.

Petitions for Rulemaking and Declaratory Rulings Regarding Wireless Facility Modifications and Pole Attachments: Comments are due October 15 in response to the FCC’s Public Notice seeking comment on: (1) the Wireless Infrastructure Association’s petitions (here and here) for rulemaking and declaratory ruling seeking modification or clarification of rules implementing Section 6409(a) of the Spectrum Act, and (2) CTIA’s petition for declaratory ruling seeking clarification of rules implementing Section 6409(a) of the Spectrum Act and Section 224 of the Communications Act. Reply comments are due October 30.

Rural Digital Opportunity Fund: Reply comments are due October 21 on the FCC’s Notice of Proposed Rulemaking seeking comment on a proposal to establish a $20.4 billion Rural Digital Opportunity Fund, which will provide high-cost universal service support over a 10-year period. 

Draft Privacy Framework: Comments are due October 24 on the National Institute of Standards and Technology’s (NIST) preliminary draft of the NIST Privacy Framework: A Tool for Improving Privacy through Enterprise Risk Management.

USAC Nominations: Nominations are due October 28 for 6 open positions on the 19-member Board of Directors of the Universal Service Administration Company (USAC). The FCC seeks nominations that will represent: libraries, schools, state consumer advocates, commercial mobile radio service providers, cable operators, and incumbent local exchange carriers.

Upcoming Meetings and Events

CSMAC Meeting: On October 1, the National Telecommunications and Information Administration’s (NTIA) Commerce Spectrum Management Advisory Committee (CSMAC) will meet to discuss federal spectrum management policy matters. Additional details may be found here.

5G Government Symposium: On October 3, the General Service Administration (GSA) will host a Symposium to bring together industry experts and government stakeholders to identify use cases and share their insights around 5G technology, standards, security, policy, and acquisition.

COPPA Workshop: On October 7, the Federal Trade Commission (FTC) will host a public workshop on the Children’s Online Privacy Protection Act (COPPA), entitled The Future of the COPPA Rule, to explore whether to update the FTC’s Children’s Online Privacy Protection Rule. 5G Cybersecurity Workshop: On October 10, NIST will host a 5G cybersecurity workshop “to explore the practical and implementable cybersecurity capabilities delivered by 5G systems, identify existing industry recommended practices for securing the supporting infrastructure and technologies, and understand potential opportunities and challenge areas affecting this evolution to 5G.” More details can be found here and registration (due October 3) is here.

DoD CMMC Listening Tour: The Department of Defense (DoD) will continue its listening tour related to the development of its Cybersecurity Maturity Model for Certification (CMMC). Upcoming meetings include:

  • October 10, National Defense Industrial Association Cyber Event in New England
  • October 16, CISQ - 7th Annual Cyber Resilience Summit in Arlington, VA

Consumers and Class Actions Workshop: On October 29, the FTC will host a workshop entitled Consumers and Class Action Notices. More details can be found here.

WRC-19: The World Radiocommunication Conference 2019 (WRC-19) will be held in Sharm el-Sheikh, Egypt from October 28 to November 22. The Conference’s website provides more details here
