Wiley Rein Partner David A. Gross Begins Term as Federal Communications Bar Association President

Ambassador David A. Gross, partner and chair of Wiley Rein’s International Telecommunications Practice, will commence his term as president of the Federal Communications Bar Association (FCBA), effective July 1, 2014.  Amb. Gross has been an active member of the FCBA since the 1980s, serving in numerous leadership roles over the years.  He is one of the world’s foremost experts on international telecommunications, having addressed the United Nations (UN) General Assembly and led more U.S. delegations to major international telecommunication conferences than anyone else in modern history.

“David is a highly regarded and dynamic leader in the international telecommunications field,” said Peter D. Shields, managing partner of Wiley Rein and a former FCBA president.  “His experience as a lawyer, global policy maker, and corporate executive will be invaluable to the association.  We congratulate him on this prestigious recognition.”

Amb. Gross advises companies and others on international and domestic telecoms, Internet, and high-tech strategy focusing on both specific markets and international organizations such as the International Telecommunication Union (ITU), Organization for Economic Cooperation and Development (OECD), Asia Pacific Economic Cooperative (APEC), as well as many regional organizations. 

Amb. Gross chaired the U.S. delegations to the ITU Plenipotentiary Conferences, ITU World Telecommunication Development Conferences, and ITU World Telecommunication Standardization Assemblies.  He also led U.S. delegations to three APEC Ministerial Meetings in Shanghai, Lima, and Bangkok.  Before joining Wiley Rein in 2009, he also served as the U.S. Coordinator for International Communications and Information Policy, U.S. Department of State (2001-2009) and had overall responsibility for the formulation and advocacy of international communications policy for the United States. He was appointed by President George W. Bush and confirmed unanimously by the U.S. Senate for the rank of Ambassador in 2002.  He also has served as the chair of the U.S. Council for International Business, Information, Communications and Technology Policy Committee.

The FCBA is an organization of attorneys and other professionals—including engineers, consultants, economists, and government officials—involved in the development, interpretation and practice of communications law and policy.  The association has more than 3,400 members and is headquartered in Washington, DC with eight chapters across the U.S.
