Wiley Announces Partner and Counsel Promotions for 2025

Washington, DC - Wiley is pleased to announce the election of new partners – Jacqueline F. “Lyn” Brown, Ashley L. Criss, Rebecca J. Fiebig, J. Ryan Frazee, Elizabeth S. Lee, George E. Petel, Pamela L. Signorello, and Enbar Toledano – effective January 1, 2025. Additionally, the firm has promoted Morgan L. Chinoy, Joseph W. Gross, and Frank Scaduto to of counsel, and Nur Ibrahim to special counsel.

The Firm’s Newest Partners

  • Lyn Brown (TMT) has over 30 years of private- and public-sector experience ranging from national security, cyber, and law enforcement to privacy issues and data governance legal or policy issues. Lyn specializes in helping clients prepare for and respond to cyberattacks, including multimillion-dollar ransomware attacks, insider threats, and other forms of information security incidents or data breaches. She also advises on federal investigative or regulatory matters.
  • Ashley Criss (Insurance) represents insurers at the trial and appellate levels, in coverage litigation arising under professional, general, and other types of liability policies. She has litigated claims under general liability policies in the mass tort sexual abuse context, including in landmark cases. She also defends lawyers and other professionals in response to lawsuits, threatened claims, and subpoenas, and has served as pro bono counsel in civil rights cases.
  • Rebecca Fiebig (Litigation) helps government contractors, health care companies, maritime businesses, manufacturers, and other organizations navigate litigation and arbitration with an eye toward achieving business objectives. Her practice spans federal and state courts as well as arbitral institutions across the U.S. and abroad.
  • Ryan Frazee (Government Contracts) counsels and represents government contractors on issues such as contract claims and disputes, bid protests, investigations, ethics compliance, suspension and debarment, False Claims Act investigations, and terminations. He has experience with U.S. Department of Defense contracts and helps clients resolve cost, pricing, or billing disagreements and solicitation revision issues before they escalate into disputes.
  • Elizabeth Lee (International Trade) counsels clients on a wide range of trade matters, including antidumping and countervailing duty proceedings and customs law. She assists clients in trade remedy proceedings before various government agencies and related litigation. Her work spans multiple industries, with targeted experience in issues related to the enforcement of U.S. trade remedy orders.
  • George Petel (Government Contracts) represents contractors and grant recipients in claims and disputes, bid protests, civil and criminal investigations and audits, and defective pricing and cost accounting matters. He counsels contractors on compliance with U.S. Small Business Administration and other agency regulations, and with mandatory disclosure obligations, incurred cost submissions, and other reporting requirements.
  • Pamela Signorello (Insurance) has over two decades of experience counseling insurance companies in complex disputes involving a myriad of exposures, with a focus on cyber and other privacy-related events. Prior to joining Wiley, Pam was a partner at an Am Law 100 law firm. A Certified Information Privacy Professional through the International Association of Privacy Professionals, Pam also advises corporations and trade associations on cybersecurity and data privacy issues, including compliance, risk management, and cyber incident response.
  • Enbar Toledano (Litigation) is a brief-writer and legal strategist who specializes in critical motions practice and appeals. She excels at translating complex fact patterns and legal frameworks into clear, persuasive arguments for judges, juries, and arbitral tribunals. She has deep experience in commercial litigation and appeals from administrative agency action, including in the areas of securities litigation, False Claims Act suits, FTC enforcement proceedings, and trade remedies.

The Firm’s Newest Of Counsel

  • Morgan Chinoy (Insurance) represents insurers in coverage issues, including policy exclusions and conditions, and disputes arising under professional and general liability insurance policies. Morgan litigates coverage disputes and “bad faith” claims in federal and state courts and serves as monitoring counsel in connection with directors and officers (D&O) and other professional liability claims.
  • Joseph Gross (Insurance) helps clients find strategic solutions to their most complex coverage issues arising under a broad range of professional liability insurance policies as well as “bad faith” claims. He brings that strategic focus to bear in both counseling and litigation matters in federal and state courts at the trial and appellate levels.
  • Frank Scaduto (Litigation) specializes in disputes involving financial services, technology, and telecommunications companies. He assists clients with commercial and securities litigation, mergers and acquisitions, corporate governance issues, regulatory enforcement matters, government contracts disputes, and antitrust litigation. He has handled bet-the-company cases in federal and state courts across the country, including the Supreme Court of the United States.

The Firm’s Newest Special Counsel

  • Nur Ibrahim (Environment & Product Regulation) counsels clients on environmental regulatory, litigation, and compliance matters. She advises companies on chemical regulation under the Toxic Substances Control Act, and helps clients navigate a range of natural resources law issues. She also has invaluable experience representing state agencies, having previously worked in the Environment and Natural Resource Division of the Minnesota Attorney General’s Office.
