Wiley Rein Attorneys Fill Key Positions in Federal Communications Bar Association and Foundation

Washington, DC — Four Wiley Rein attorneys were recently named to prominent positions in the Federal Communications Bar Association (FCBA) and the FBCA Foundation, following the 2018 election results announced by the FCBA Nominations Committee on June 26.

Joshua S. Turner was named President-Elect of the FCBA. Mr. Turner is a partner in Wiley Rein’s Telecom, Media & Technology (TMT), Appellate, and Litigation practices, and also serves as co-chair of the Communications Enforcement & Compliance and Unmanned Aircraft Systems (UAS) practices. Mr. Turner represents clients in proceedings before the Federal Communications Commission (FCC), Federal Aviation Administration, and other federal agencies, as well as in federal and state court actions. In addition to regularly advocating in front of federal agencies, he argues in federal appellate court as well as in federal district court and state court.

Anna M. Gomez, partner in the TMT Practice and co-chair of the UAS Practice, was named FCBA Secretary. Ms. Gomez is a former Deputy Assistant Secretary for Communications and Information for the National Telecommunications and Information Administration of the U.S. Department of Commerce, where she developed and advocated communications and information policy on behalf of the Administration. She also served for 12 years in various positions at the FCC, including as Deputy Chief of the International Bureau. Ms. Gomez specializes in regulatory, policy, and transactional matters related to domestic and international telecommunications and unmanned aircraft systems.

Kathleen A. Kirby, partner and co-chair of the TMT Practice, was elected to a three-year term as a member of the FCBA Executive Committee. Ms. Kirby represents media clients, including major radio and television group owners and programming networks, on a host of business and transactional issues as well as regulatory matters before the FCC. She has additional experience in newsgathering, content regulation, and First Amendment issues, and serves as General Counsel for the Radio Television Digital News Association. Ms. Kirby serves on the firm’s two governance committees, the Executive Committee and the Management Committee. She has received numerous awards and accolades in her career, including having recently garnered the FCBA’s 2018 “Distinguished Service Award” for her extensive contributions to the association and fundraising efforts for the Foundation over the years.

Megan L. Brown, partner in the TMT, Privacy & Cybersecurity, Appellate, and Litigation practices, was elected to a three-year term as FCBA Foundation Trustee. Ms. Brown, a former senior U.S. Department of Justice official, represents corporations in complex litigation and regulatory proceedings concerning technological innovation and regulation. She helps clients respond to agency inquiries and develop compliance strategies under a variety of statutes and state consumer protection law, as well as the U.S. Constitution. She also has deep experience in cybersecurity and data privacy issues, working for national and global companies on cutting-edge compliance and other issues.

Wiley Rein has the largest TMT law practice in the country with more than 60 attorneys and engineers engaged full time in the practice. The practice encompasses virtually all aspects of the federal, state, and international laws governing the telecommunications, media, and technology industries.

Founded in 1936, the FCBA is a volunteer organization of more than 2,000 attorneys, engineers, consultants, economists, government officials, and law students involved in the study and practice of communications and information technology law and policy. The FCBA offers a variety of opportunities for members to network and increase their understanding of developing legal, engineering, and policy issues in the broadcast, wireless, emergency communications, spectrum, and satellite broadcasting areas.

The FCBA Foundation supports worthwhile communications-related and educational projects, as well as other community service projects, and fosters greater public awareness and understanding of the development of communications technology, resources, and law.
