Wiley Rein’s Jon Burd Named a Government Contracts “Rising Star” by Law360

Washington, DCJon W. Burd, a standout partner in Wiley Rein’s highly rated Government Contracts Practice, was profiled as a 2016 “Rising Star” by Law360, which named him one of the nation’s top seven government contracts attorneys under 40.

Mr. Burd was cited for his “top-notch reputation” related to his unique litigation experience in bid protests involving complex weapon systems, satellite, and ground station technologies. According to the publication, he is “one of an elite class of practitioners in the field” who are able to handle highly sensitive, classified cases in the defense and aerospace sectors.

From a wide range of matters handled in recent years, Mr. Burd was particularly noted for his work for Boeing, serving as co-lead in successfully defending a multipronged bid protest in 2014 and 2015 by Sierra Nevada Corporation (SNC) at the U.S. Government Accountability Office and the U.S. Court of Federal Claims. SNC had challenged NASA’s decision to award a multibillion-dollar contract to Boeing for NASA’s Commercial Crew Transportation Capability. This capability will allow Boeing to provide the first operational missions to ferry crew to the International Space Station.

Law360 also highlighted Mr. Burd’s work for Boeing in 2008, challenging the U.S. Air Force’s award of a contract for the development and low-rate initial production of the KC-X aerial refueling tanker that would recapitalize the Air Force’s fleet of KC-135 aircraft. It’s a matter Mr. Burd describes as a “springboard” for his career.

Mr. Burd observed that his practice is gratifying because “it gives me the utmost respect for the mission and the capabilities that both our clients and their agency customers are all trying to pursue. I like to think that I’m a partner in helping to facilitate their needs.”
