Shiva advises and advocates for companies in the telecommunications, space, and emerging technology sectors on a broad range of regulatory, national security, and strategic matters. He focuses his practice at the intersection of law, policy, and innovation and has significant experience representing clients in high-stakes regulatory, appellate, and commercial matters before the Federal Communications Commission (FCC), federal courts, and enforcement agencies. Shiva also provides guidance on rules, regulations, and judicial decisions affecting emerging technologies, and supports technology, telecommunications, and investment firms in commercial transactions, including mergers and acquisitions regulated by the FCC.

Prior to joining Wiley, Shiva served as Senior Advisor for Spectrum Policy at the National Telecommunications and Information Administration (NTIA) within the U.S. Department of Commerce, where he led strategic development of national policies on spectrum, satellite, and space. He also served in a senior legal and policy role at the FCC, where he advised on critical initiatives spanning wireless, satellite, and international telecommunications policy.

  • Represents wireless, satellite, NewSpace, technology, VoIP, media, and wireline companies in high-stakes FCC rulemakings, license adjudications, transaction reviews, and investigations.
  • Provides global regulatory reviews of new connectivity-based services for multinational technology companies.
