Wiley Broadens TMT Practice with Arrival of Space and Spectrum Policy Leader Shiva Goel

Washington, DC – Wiley is pleased to announce that Shiva Goel has joined the firm as a partner in its preeminent Telecom, Media & Technology (TMT) Practice. A trusted advisor on spectrum, space, and emerging technologies, Goel brings over a decade of experience at the intersection of law, policy, and innovation, including senior roles at both the National Telecommunications and Information Administration (NTIA) and the Federal Communications Commission (FCC). Goel’s addition follows the recent arrival of TMT public policy advisor Alexandrine De Bianchi, former Director of Legislative Affairs at the White House Office of Science and Technology Policy.

Prior to joining Wiley, Goel served as Senior Advisor for Spectrum Policy at NTIA, where he led strategic development of national policies on spectrum, satellite, and space. He oversaw the work of NTIA’s Office of Spectrum Management (OSM) and the Institute of Telecommunication Sciences (ITS), engaged with senior leaders across all levels of government and industry, and played a leading role in implementing the National Spectrum Strategy – advancing efforts to expand access to spectrum and reinforcing U.S. leadership in wireless and space-based innovation.

Earlier in his career, Goel served in a senior legal and policy role at the FCC, where he advised on critical initiatives spanning wireless, satellite, and international telecommunications policy. He also contributed to efforts advancing media modernization and broadband accessibility. Before entering government, Goel spent nearly a decade in private practice advising and litigating for TMT clients in high-stakes regulatory, appellate, and commercial matters before the FCC, federal courts, and enforcement agencies.
