Wiley Broadens TMT Practice with Arrival of Space and Spectrum Policy Leader Shiva Goel
Washington, DC – Wiley is pleased to announce that Shiva Goel has joined the firm as a partner in its preeminent Telecom, Media & Technology (TMT) Practice. A trusted advisor on spectrum, space, and emerging technologies, Goel brings over a decade of experience at the intersection of law, policy, and innovation, including senior roles at both the National Telecommunications and Information Administration (NTIA) and the Federal Communications Commission (FCC). Goel’s addition follows the recent arrival of TMT public policy advisor Alexandrine De Bianchi, former Director of Legislative Affairs at the White House Office of Science and Technology Policy.
Prior to joining Wiley, Goel served as Senior Advisor for Spectrum Policy at NTIA, where he led strategic development of national policies on spectrum, satellite, and space. He oversaw the work of NTIA’s Office of Spectrum Management (OSM) and the Institute of Telecommunication Sciences (ITS), engaged with senior leaders across all levels of government and industry, and played a leading role in implementing the National Spectrum Strategy – advancing efforts to expand access to spectrum and reinforcing U.S. leadership in wireless and space-based innovation.
“Shiva’s arrival reflects our continued investment in high-caliber talent who understand the evolving regulatory, commercial, and national security challenges our clients face,” said Peter D. Shields, Managing Partner of Wiley. “His distinct government and private-sector experience aligns squarely with our strategy of offering integrated, forward-looking counsel across the industries driving innovation. Shiva deepens our ability to help clients thrive amid complexity – and deliver results that drive their bottom line.”
Earlier in his career, Goel served in a senior legal and policy role at the FCC, where he advised on critical initiatives spanning wireless, satellite, and international telecommunications policy. He also contributed to efforts advancing media modernization and broadband accessibility. Before entering government, Goel spent nearly a decade in private practice advising and litigating for TMT clients in high-stakes regulatory, appellate, and commercial matters before the FCC, federal courts, and enforcement agencies.
“Shiva is a recognized and well-respected voice in the telecommunications community, and his arrival strengthens our already formidable capabilities,” said Jennifer D. Hindin, co-chair of Wiley’s TMT Practice and chair of the Space and Satellite Group. “He is deeply experienced and technically sophisticated and brings a commercial sensibility that aligns perfectly with our clients’ complex needs. Shiva is a terrific addition to our team.”
At Wiley, Goel will advise clients in the telecommunications, space, and emerging technology sectors on a broad range of regulatory, national security, and strategic matters – drawing on a diverse background across policymaking, advocacy, and litigation to deliver practical, forward-looking solutions in an era of rapid technological change.
Reflecting on his move, Goel said, “I’ve long admired Wiley’s leadership in the telecommunications space, but what struck me most was the scope and versatility of the firm’s capabilities. Wiley offers a uniquely strong platform for doing what I love and do best: helping technology-driven companies navigate legal and policy challenges to bring innovation to market swiftly and responsibly.”
With a robust team of over 60 attorneys, public policy advisors, and engineers, Wiley’s TMT Practice stands at the forefront of telecom, media, and technology law. The team combines legal acumen, business insights, and government knowledge and experience to address a wide range of client needs, from spectrum allocation and compliance to emerging technologies such as blockchain and the Internet of Things.
