As an attorney, scientist and policy expert, Stacy provides strategic advocacy, legal analysis, and compliance guidance on chemicals laws and regulations, advising clients in regulated industries that range from chemical producers to complex durable goods manufacturers. She leverages productive relationships with federal and state Legislative branch officials, and within key regulatory agencies such as the U.S. Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), the U.S. Department of Energy (DOE), and the California Department of Toxic Substances Control (DTSC).

Stacy advises a range of companies and industry associations on compliance with the Toxic Substances Control Act (TSCA), California’s Proposition 65, the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), and other policies. Her areas of expertise focus on plastics, chemicals (including per- and polyfluoroalkyl substances, or PFAS), pesticides, products (including packaging, labeling, and stewardship), supply chain management, decarbonization, sustainability, and general environmental issues.

Stacy enjoys engaging with clients and the regulated community to build consensus and develop strategies. From directing policy to building compliance programs or leading advocacy plans, she is skilled in creating and executing programs to manage emerging needs.

Experience

Representative Matters

  • Co-chair and manager of the joint industry PFAS Complex Products Manufacturers Coalition to advise the regulated community on emerging chemical policies.
  • Obtained favorable industry-wide policy changes for chemicals laws and regulations, including establishing a national memorandum of understanding (MOU), federal and state legislative and regulatory amendments, and others.
  • Developed and implemented a California Proposition 65 compliance plan for over 100,000 products for a global manufacturer.
  • For the U.S. Department of Defense (DOD), developed a pilot program to support novel critical minerals acquisition protocols that received approval for a $500,000 grant.
  • Through advocacy and the development of a novel data collection process, obtained both federal legislative and regulatory relief for the automotive industry from various chemical bans.
  • Developed and executed advocacy strategies for federal and state legislation and regulations on plastics, chemicals (including PFAS), products (including packaging, labeling, and stewardship), supply chain management, decarbonization, sustainability, and general environmental issues.
