Wiley Strengthens TMT Public Policy Capabilities with Addition of Alexandrine De Bianchi

Washington, DC – Wiley is pleased to announce that Alexandrine De Bianchi has joined the firm as a public policy advisor in the Telecom, Media & Technology (TMT) Practice. With a distinguished career in both the private and public sectors, De Bianchi brings unparalleled experience in artificial intelligence (AI), data security, privacy policy, technology, and telecommunications. Her arrival further bolsters Wiley’s ability to navigate complex regulatory and legislative landscapes on behalf of its clients and deepens the practice’s public policy capabilities – currently led by special counsel Crystal Tully, who joined Wiley in May 2023 after serving as the Deputy Staff Director for the U.S. Senate Committee on Commerce, Science & Transportation.

Prior to joining Wiley, De Bianchi was the Director of Legislative Affairs at the White House Office of Science and Technology Policy (OSTP), serving as its primary liaison between members of Congress, their staff, Executive branch offices, and federal departments and agencies. Before her White House tenure, she was senior policy advisor to U.S. Senator Jacky Rosen (D-NV), where she played a critical role in negotiating key broadband and digital infrastructure provisions in the Infrastructure Investment and Jobs Act (IIJA). She also drafted and supported legislation related to consumer privacy, broadband expansion, and emerging technology policy.

Earlier in her career, De Bianchi served in the Office of Congressional Affairs at the National Telecommunications and Information Administration (NTIA), covering policy issues including spectrum, broadband mapping, and cybersecurity. She also served as director of federal government relations at the Recording Industry Association of America (RIAA), leading advocacy efforts focused on intellectual property, copyright enforcement, and policy initiatives impacting the music industry.
